提升新时代长三角城镇化户籍人口占比研究

Discussion on Promoting the Proportion of the Population in the Urbanization of the Yangtze River Delta in the New Era

针对我国城镇化进程中城镇化户籍人口占比滞后于常住人口城镇化的现状,该文基于长三角地区城镇化与户籍制度改革视角,研究新时代长三角城镇化户籍人口的现状、瓶颈,以及未来路径。目前,长三角地区城镇化总体水平高,区域差异大;户籍改革因地制宜,不断探索。但是,长三角城镇化户籍人口占比仍然相对较低,其中有公共政策、个人选择因素等,而从实例分析中也得到了论证。为进一步提高长三角地区城镇化户籍人口占比,应该从＂优＂、＂提＂、＂引＂、＂保＂、＂融＂等五个角度切入,全面推进。具体是：疏引结合,优化特大城市人口质量;统筹协调,提升部分大城市户籍供给能力;加强规划,提高众多的中小城市吸引力;注重实际,研究建立农业和城市户籍权益交换机制;共融互通,加快深化区域一体化发展进程。

Accounting for the lag of the proportion of the resident population urbanization to that of the permanent population during the process of urbanization,this paper analyzes the current condition,the bottleneck and the future path of urban household population in the Yangtze River Delta in the new era based on the perspective of urbanization and household registration reform.At present,the overall level of urbanization in the Yangtze River Delta region is high,and the regional differences are large;the household registration reform should be explored in the light of local conditions.However,the proportion of registered population in the Yangtze River Delta is still relatively low,with public policy and personal choice as the influencing factors,which is verified in the example analysis.In order to further improve the proportion of household registration population in the Yangtze River Delta area,we should proceed from the following five angles： ＂ excellence＂, ＂ raise＂, ＂ lead＂, ＂ guarantee＂ and ＂integration＂.Specifically：grooming and leading combination,population quality of large cities optimization;coordinate to improve the supply capacity of residence for some cities;strengthening planning to enhance the attractiveness of numerous small and medium-sized cities;pay attention to reality and research on the establishment of the exchange mechanism of agriculture and city residence rights;Communicate and interoperate to accelerate the development process of deepening regional integration.
