中国“一带一路”倡议的“逆不平等性”分析

The “Inverse Inequality” Analysis of China's “The Belt and Road” Initiative

我国在"逆全球化"浪潮此消彼长的背景下,提出并积极践行顺应全球经济发展的"一带一路"过程中,虽然取得了很好的成绩,但也遭受了国际社会诸如"中国在推行‘新殖民主义’"的种种质疑。本文从马克思主义国际不平等理论及其新发展的"国际交融不平等"理论出发,提出当今全球经济发展的核心矛盾是国家间发展的不平等问题,经济全球化的出路不应是"逆全球化",而应是"顺应全球化",并在这个过程中加大抵抗、限制、约束全球的"不平等性"问题,即"逆不平等性"的力度。本文认为,作为社会主义国家,中国的"一带一路"倡议不仅是"顺应全球化"的重要举措,也担负着"逆不平等性"的历史使命,这也是解决全球化矛盾的根本出路。

Against the background of ＂anti globalization＂ wave China puts forward the ＂The Belt and Road＂ initiative which conforms to global economic development. In the process of ac- tively practicing the ＂The Belt and Road＂, we achieved some progress. But we are still facing challenges in convincing the international community, such as ＂China is pursuing neocolonialism＂. In or- der to deeply analyze the essential characteristics of China＇s ＂The Belt and Road＂, strongly re- sponse to the challenge of ＂neocolonialism＂ and effectively accelerate the implementation of China＇s ＂The Belt and Road＂ initiative, this article bases on the international inequality theory of Marxism and its new development of ＂international inequality integration＂, puts forward that the core contradiction of global economy development is the issue of inequality in the development of the countries. The way of economic globalization should be ＂conforming to globalization＂ instead of ＂anti globalization＂, what we should do is to increase resistance, restriction, constraint of ＂global inequality＂ in this process, that is, increase the intensity of ＂inverse inequality＂. This pa per argues that China＇s ＂The Belt and Road＂ initiative is not only an important measure of ＂con- form to globalization＂, but also a historical mission of ＂inverse inequality＂, which is the funda- mental way to solve the contradiction of globalization. Both the design and the process of ＂The Belt and Road＂ initiative fully reflect the basic principles of ＂win-win cooperation, co-construc- tion, equal development＂. Based on this, this article proves that the China＇s ＂The Belt and Road＂ initiative is ＂inverse inequality＂, rather than ＂neocolonialism＂ from three aspects of theoretical logic, practical logic and countermeasure analysis.
