元治理视域下体育多元治理面临的挑战及其超越

Challenge and solutions for sports multiple governance from the perspective of meta-governance

运用文献资料法和归纳分析法对体育治理中多元主体的参与机制间存在的相互矛盾和实践困境进行分析,从元治理视角讨论我国体育多元治理创新路径,旨在为我国多元主体参与体育治理能力现代化提供参考。分析认为:处理好体育治理创新中多元主体协同参与及其作用机制的相互衔接与匹配问题是构建多元体育治理体系的关键。研究提出通过政府权能重构,为多元主体参与创造条件;通过体育社会组织独立与自主,促成多主体协同互构;通过政策供给建立合作机制,为社会主体参与提供渠道;通过坚持体育法治建设和文化培育,为社会主体参与提供保障。

In order to provide reference for the modernization of plural subjects participation in gov- ernance of Chinese sports public service, this research analyzed the realistic contradiction in multi- ple participation mechanism and the difficulties in collaborative governance by document research and logical analysis, and discussed the innovation path of sports multiple governance in China. It shows that the interconnection and match of each subject and mechanism are the key points in the construction of multiple sports management system. The research suggests that we should create con- ditions for multiple subjects to participate in construction by reconstruction of government power; form a pattern of multiple subjects cooperative participation by making the sports social organization self-governing; provide social subject channels of participation by constructing a cooperation mecha- nism; provide guarantee for social subject＇s participation by law construction and culture cultivation.
