农村社区传统功能弱化下失能老人照护问题探讨

Discussion on the Nursing Issue of Disabled Elders while the Traditional Function Weakens in Rural Communities

通过纵向对比研究发现农村社区邻里之间互相帮助的现象正在减少,农民家庭之间的守望相助功能正在迅速弱化,造成了农村家庭提供照护人员压力巨大,农村失能老人长期照护的内在道德动力正在消失,失能老人长期服务效率低下,主要是由于城镇化快速发展、产业结构迅猛调整、邻里之间的交往逐渐减少等原因形成的,可以采取强化政府责任;大力发展农村社区经济,建立致富人才引进机制;完善农村地区基础设施建设,改善居住环境;开展社区活动,加强邻里之间的交流;加强农村社区精神文明建设,提高居民道德意识水平等对策来改变农村社区守望相助功能弱化的现状。

through the longitudinal comparison we found that the phenomenon of rural community neighborhood help is diminishing and mutual care function between the peasant families is rapidly weakening, which has caused great pressure to the rural families providing care staff. The intrinsic moral power to provide long-term care for rural disabled elders is also disappearing. The elderly service efficiency is low for a long time, mainly due to the rapid development of urbanization, the rapid change of industrial structure, and gradual reducing in the interaction between neighborhood. We should strengthen government accountability, vigorously develop the rural community economy, establish a mechanism to introduce the talents to get rich, and improve the infrastructure construction in rural areas and the living environment. We should develop community activities to enhance communication among neighbors, strengthen the construction of rural community spiritual civilization and raise the level of moral consciousness of the residents, so as to change the current situation.
