中西部高校智库:服务国家和区域经济社会发展的思考

高校智库已成为咨询决策领域不可忽视的重要力量。中西部高校智库作为我国高校智库的重要组成部分,极具发展空间和内在潜力。客观上看,目前我国中部和西部高校智库建设效应不足,有影响力、有分量的智库为数不多,内部组织结构亟待完善,高层次人才和创新研究梯队匮乏,高质量的研究成果还不多见,对地方和全国宏观层面的重大政策决策的影响度有待进一步提升。以国家和中西部地区的发展问题为导向,建设特色新型智库,是中西部高校义不容辞的重要责任。紧紧围绕"服务决策、适当超前"的总体思路,在营造重视高校智库的社会环境的基础上,提高创新能力、深化综合改革,健全高校智库运行的体制机制,提高整体服务能力,是中西部高校智库发展的现实路径选择。

As an important part of China＇s higher education, the think tank of the central and western universities has great development space and inner potential.Objectively, at present, China＇s central and western university think tank construction effect is insufficient, less influential and weighty. The internal organizational structure is imperfect, high-level talents and innovative research team are insufficient and high quality research results are rare. The influence degree needs further improvement in major policy decisions at the local and national macro level. It is an important responsibility for the central and western universities to build a new type of think tank based on the development of the country and the central and western regions. Closely around the general idea of ＂serving the decision-making and appropriately looking-ahead＂, we should improve innovation ability of the think-tank, deepen reform of the comprehensive and perfect system of university think-tank running mechanism and the overall service capability on the basis of attaching great importance to the social environment of the university.
