GLOBAL CYBERSECURITY LEGISLATION AND TREND PROSPECT OF 2017

2017年是全球网络安全立法(含战略、政策)日新月著的一年,也是我国网络安全立法厚积薄发的一年。各国基于本国网络空间治理现状,对外争夺网络空间国际规则制定话语权,对内着眼于国家"能力"与"责任"建设,持续调整、升级现有战略和政策,力图构建更加统一、立体、全方位、更具弹性与前瞻性的网络安全立法体系,提升国家网络安全和抵御网络攻击的能力。本文对2017年全球网络安全立法(含战略、政策)态势进行总结,同时研判未来六大立法趋势,以期为我国网络安全立法的制定完善与落地实施提供参考。

] 2017 is a year of rapid development of global cybersecurity legislation （including strategies and policies）, and also a year of profound knowledge of cybersecurity legislation in our country. Based on the current domestic status of cyberspace governance, Countries compete for their right of speech in the process of the development of international rules in cyberspace externally, focus on the construction of national capabilities and responsibilities internally, adjust and upgrade existing strategies and policies continuously in an attempt to build a more unified, comprehensive, more flexible and prospective cybersecurity legislative system, to improve the ability of national cybersecurity and defend against cyber attacks.This article has summarized the global cybersecurity legislation （including strategies and policies） of 2017 and forecasted the six trends of the legislations in the future to provide reference for the formulation, perfection and implementation of cybersecurity legislation of our country.[
