关于城市雨水规划理念的若干思考

Observations on the concept of planning for city rainwater

为解决城市内涝问题,近几年国家和地方政府付出了持续的努力。在分析雨水规划理念发展变化的基础上,对不同雨水规划理念之间的共性和差异进行了解读。雨水规划的目标从以往解决水安全问题的单一目标逐步向水安全、水环境和水资源等多目标并重的方向迈进。传统的雨水规划理念在一定时期内发挥了积极作用,而新的雨水规划理念则更好地适应新时期多种需求。低影响开发和海绵城市建设理念存在诸多共性,同时也存在明显差异。海绵城市建设理念还在不断地完善过程中,雨水规划理念也会随着社会的进步不断更新和发展。

In recent years, both central and local governments have made constant efforts to deal with waterlogging problem in cities. On the basis of evaluating changes of theory for rainwater planning and development, interpretation is made to common features and differences between various concepts for rainwater planning. Due to the changes of objectives of rainwater planning, the single purpose of water security has transformed into multi-purposes of water environment and water resources. Although the conventional approach has played active role in the past, the new concept for rainwater planning has been gradually emerged according to the different needs in the new age. The concepts of low-impact development and sponge city construction have some similar features but also obvious differences. The concept of sponge city construction is under perfection stage and the concept of rainwater planning will also experience upgrading and further development along with advancement of the society.
