简要回顾了非防洪建设项目洪水影响评价报告审批制度历史沿革,阐述了相关审批制度改革实践,分析了当前审批制度实施过程中存在的突出问题,主要从全面加强洪泛区蓄滞洪区管理、完善洪水影响评价审批制度和技术规范、强化审批事中事后监督管理等方面就做好洪水影响评价报告审批工作提出几点思考。

A brief review has been made on the historical evolution of approval system for flood impact assessment report of non-flood construction. With briefing of reform of the relevant approval systems, current problems and challenges with the implementation of the system are examined. It is considered and suggested to make improvement to the approval system for flood impact assessment report of non-flood construction, mainly in the aspects of strengthening management of flood plains and retention areas, perfecting approval system and technical norms and standards as well as highlighting interim and post evaluation and supervision.
