日本新化学物质管理政策对我国的借鉴与参考(下)

Japan's management policies for new chemical substances and references to China(Ⅱ)

分析了日本新化学物质登记后有关撤销与变更、登记后监督管理、与现有化学物质衔接及登记后进名录等方面的管理要求和相应处罚要求,从12个方面论证了日本新化学物质管理对我国的参考与借鉴意义。指出提高新化学物质管理法规层级,完善相关政策技术文件,是我国当前亟需解决的问题;研究建立协调统一的新化学物质与现有化学物质管理制度体系,是我国必然面临且应尽快解决的问题。

This paper analyzes Japan’s management requirements and corresponding punishment terms in the aspects of the alteration and cancellation after registration of new chemicals,supervision and management after registration,connection with the existing chemical substances and entering directory after registration. It verifies from 12 aspects the experience and reference significance brought by Japan’s management for new chemical substances to China.It is pointed out that the urgent works for China are to improve the levels of management regulations for new chemicals and to complete relevant policies and technical documents. Establishing a management regulation system for new chemicals and the existing chemicals is inevitable for China and must be done as soon as possible.
