基于国际比较视角的我国药品价格管理改革方向探讨

Study on Chinese drug price reform direction based on international comparison

有效的价格管理手段是建立健全药品供应保障体系的重要保证。研究借助现有的文献和图书资料,采用比较法和规范法对国际上较为流行的药品价格管理模式进行梳理、总结和比较,为我国药品价格改革的推进提供参考和借鉴。研究结果显示,不同国家的药品价格管理在实施上既有共性也有个性。参考国际成功经验,我国在推进药品价格改革过程中应当重点考虑4个方面问题:正确处理政府和市场关系、建立健全药品价格监测体系、切断药品价格与医疗供给方的利益联系、强化医疗保险的费用控制作用。

Effective price management is an important guarantee for improving the drug supply. In this study, the drug price regulation models in foreign countries were explored with the comparative method and criterion method in order to provide references for Chinese drug price reform. The findings showed that different countries carried out different models. Attention should be paid to learn the advantages in different drug administration models. Based on the international successful experiences, Chinese price reform should focus on four aspects： properly handling the relationships between government and market, reinforcing the drug price monitoring, cutting off the interests between medical suppliers and drug prices, strengthening the power of health insurance.
