摘要
医保药品支付标准对于引导药品市场价格合理形成,推进我国医保支付方式改革进程意义重大。但其制度落地却面临着海量信息、企业寻租、动态优化等难题,而支付标准电算化方案系解决上述难题的最佳答案。本文在研究电算化模式的运行模式和拟解决问题基础上,重点探讨其"三阶段,六步走"电算化方案设计,以简化实际操作流程,明确具体实施措施,从而推动我国医保药品支付标准制度落地实施。
It is significant to implement the drug medical insurance payment standard for guiding the reasonable formation of market price and promoting medicare payment reform. Meanwhile, computerization is the answer to problems of massive information, rent-seeking behavior and dynamic optimization. Based on analysis of definition, operation and target points, the paper emphatically discussed the computerized program which is summarized as three stages and six steps. Simplifying the operational process and crystallizing the implementation method can promote the enforcement of payment standard in China.
