宁夏于2009年开始整合城乡居民医保制度和管理体制。8年多来,一直抓住兜底线、织密网、建机制、补短板等关键环节,在深度整合和全面统筹上持续发力,先后建立起以困难群体为重点保障对象的稳定的应保尽保机制、按居民收入一定比例缴费的筹资机制、省级调剂金机制、社保监控机制、纵贯从省到村的社保公共服务均等化服务体系等。可以说,统筹整合已成为宁夏新医改以来建立更加公平可持续全民医保的一条主线,也是贯彻党的十九大精神,完善统一的城乡居民基本医疗保险制度、建设中国特色医疗保障体系的主线。

For more than 8 years, Ningxia has continuously built up all kinds of service systems in depth integration and overall planning.It can be said that integrated planning has become a main line for Ningxia to establish universal medical insurance.
