基于“一带一路”构建西部地区外资集聚平台研究

The Study on Building FDI Concentration Platform in China's Western Region under the Belt and Road Initiative

以"一带一路"建设为依托,加快中国西部地区经济跨越式发展需要利用全面开放的格局吸引外商直接投资向中国西部地区集聚,通过外商直接投资(FDI)的外溢效应带动中国西部地区产业结构升级和经济快速发展。中国西部地区具备了一定吸引外资集聚的优势,而近几年的外资转移情况却并没有将优势转化为现实。本文通过分析中国西部地区的引资环境对不同来源地的FDI的影响情况计量分析发现,"一带一路"倡议对外资向中国西部地区集聚的影响没有充分发挥,美国FDI更关注中国西部地区是否具备了高科技人才,欧盟FDI则随着中国西部地区的经济发展和市场规模的日益增长而有所扩大,东(南)亚FDI最为关注成本比较优势。在打造外资集聚平台过程中,中国西部地区要充分重视不同来源地FDI的不同需求,借力"一带一路"建设,全方位释放制度红利和人才储备优势。

It needs to utilize the comprehensive opening pattern to draw the FDI concentrating in China's western region relying on the Belt and Road Initiative. The FDI concentration can upgrade the industrial structure and accelerate the cross-developing of economics of China's western region through spillover effect. China's western region has satisfied the conditions of attracting foreign investment,but the reality fails to attain more FDI than other regions. This paper finds that the Belt and Road Initiative has weak influence on FDI's choice,and America's FDI pays more attention to whether the China's Western Region has enough high tech talents,and EU' s FDI needs bigger market,and East and Southeast Asia' FDI wants to find the cheapest Labor through econometric analysis. On building the FDI concentration platform,China' s western region need to think highly of the different demands of Three Group FDI and release the system effects and the talent reserve advantage with the help of the Belt and Road Construction.
