农村生活垃圾治理典型模式比较分析与若干建议

Comparative analysis and some suggestions of typical governance modes of rural household waste

农村生活垃圾治理是建设美丽乡村的重要任务。在对国内多个地方农村垃圾治理状况调研的基础上,选取浙江省金华市、山东省昌邑市、四川省丹棱县龙鹄村、广西壮族自治区横县4个地方作为典型,从治理流程、资金保障、组织与管理方面,系统阐述其垃圾治理做法与经验,重点分析这些模式的优劣势。在此基础上,认为金华、龙鹄和横县的农村垃圾分类减量与就地资源化模式,有助于降低垃圾管理成本,增加垃圾循环利用效益,提升村民环保意识与文明程度。最后从区域协同、制度创新和基础设施完善等方面提出相关建议。

The governance of rural household waste is an important task of building beautiful countryside.Based on the investigation of some rural areas in China,four places were selected as typical villages of rural household waste governance including Jinhua,Changyi,Longhao Village of Danleng County and Heng County.The experiences of waste management were systematically elaborated from aspects of governance process,financial support,organization and management in these areas.Based on the analysis of the advantages and disadvantages of these modes,the reduction and local recycling mode of rural household waste was thought to be a better model in Jinhua,Longhao and Heng County.The mode is conducive to reduce the cost of waste management,improve the recycling efficiency and advance the awareness of environmental protection and civilization of villagers.Finally,some suggestions about rural household waste management were put forward from regional synergy,institutional innovation and infrastructure improvement.
