城镇化进程中我国耕地利用现状及其保护对策——基于对2011—2016年国土资源公报的分析

Present Situation and Protection Countermeasure of Cultivated Lands in the Process of Urbanization——Based on the Analysis of 2011—2016 Years Land and Resources Communique

耕地的利用和保护越来越受到重视,土地综合整治和严格城镇用地政策逐步实施,但还是存在耕地质量变差、未用地库存大等问题。针对土地利用规划执行不到位和耕地利用配套政策不完善等原因,可以从完善城乡总体发展规划、合理制定并严格执行用地计划和加强农田基础设施建设、完善耕地保护配套政策等方面,着手推进耕地资源的科学利用和有效保护。

More and more attention has been paid to the utilization and protection of cultivated land, and comprehensive land management and strict land use planning have been implemented gradually.However, there still exist some problems, such as poor quality of cultivated land and large inventory of unused land.In view of inadequate implementation of land use planning and the imperfect supporting policies of cultivated land.By improving the overall cultivated land development planning to develop a reasonable and strict implementation of land use planning, and strengthening agricultural infrastructure construction to improve supporting policies of cultivated land protection.
