华洋书信馆是中国开设最早的邮政代办机构,也是我国历史上第一个官督商办的邮递机构。海关试办邮政后,因财力人力等原因,遂计划成立一个邮政代理机构"华洋书信馆",江苏华洋书信馆应运而生,但由于民信局竞争、办理模式之争以及海关总税务司赫德担心邮政大权落入清政府手中诸方面原因,江苏境内的华洋书信馆仅仅存续四年,就退出了历史舞台。

Hua Yang Shuxinguan is China＇s earliest postal agency, as well as the first agency of the post office in China, which is supervised by government and managed by businessmen.post piloted, because of financial and human resources and so on, the customs planed to set up a postal agency Hua Yang Shuxinguan.So Jiangsu Hua Yang Shuxinguan came into being.Because of the cause such as the competition from MinXinJu, manage mode differences , and Robert Hart worried that the postal power would fall into the Qing government, Hua Yang Shuxinguan quited the stage of history after existence of only four years.
