能源回弹效应研究述评

Review of the Studies of the Energy Rebound Effect

研究表明能源回弹效应普遍存在,而能源回弹效应的存在会对能效政策的效果产生负面影响,因此对能源回弹效应开展研究有助于对能效政策的科学评估与完善。文章对国内外对能源回弹效应的研究进行了全面梳理:首先,对能源回弹效应的理论研究进行了梳理,分别从微观和宏观的视角对能源回弹效应进行了归类,剖析了能源回弹效应的经济学含义,并对能源回弹效应的存在性及其发生机制进行了归纳总结;其次,对能源回弹效应实证研究进行了梳理,对国内外的重要研究成果、研究方法进行了总结,并分析了相关研究的特点及不足,提出关于能源回弹效应的实证研究应从直接回弹效应转向间接回弹效应的观点;最后,分析了现有研究的局限、不足以及未来的研究方向。

Energy rebound effect （ERE） generally exists, and it has negative effect on the energy efficiency policies. The studies of the ERE can benefit the scientific evaluation and improvement of the energy efficiency policies. This paper makes a comprehensive analysis of such studies. On the one hand, it makes an analysis of theoretical studies of the ERE. This paper classifies the ERE both in the macro and micro perspectives and explores about the economic implication of the ERE. This paper also makes a summary of the existence and mechanism of the ERE. On the other hand, this paper makes an analysis of the empirical studies of the ERE. It makes a summary of the important research findings and research methods both in China and abroad and also makes an analysis of their characteristics and drawbacks. It argues that the empirical studies of the ERE should bring its focus from the direct ERE to the indirect ERE. At last, this paper also makes an analysis of the limitation and drawbacks of the current research and the future research.
