国外城市水环境管理借鉴及启示

Reference and Enlightenment of Foreign Urban Water Environment Management

城市水环境管理是一项长期、复杂又艰巨的任务,需要在传统的水环境管理技术和体制上创新、突破。文章概括总结了欧盟等国家关于城市水环境的管理体制,分析了其异同点,梳理了国外城市水环境管理法律现状和技术进展,并以实例说明了国外水环境的管理经验。最后结合国外的先进管理经验,对我国的城市水环境管理提出了几点建议。

Urban water environment management is a long-term and complicated systemic task,requiring innovation and breakthrough in the traditional techniques or systems for water environment management. In this paper,information about urban water environment management in the representational countries such as EU was collected, with similarities and differences analyzed. Then,the current situation of foreign urban water environment management and technological progress were analyzed.Practical cases are also used to illustrate the foreign experiences in water environment management. Finally,with regard to the foreign advanced management,some suggestions for urban water environment management in China were proposed accordingly.
