关于突发环境事件预警的思考

Some Standpoints about Early Warning of the Environmental Emergency

为更科学地组织和实施突发环境事件预警,文章剖析了突发环境事件预警的概念和要素,阐述了预警的类型、作用以及适用的条件,分析了突发环境事件预警等级与发布主体的关系,提出打破现有预警等级与发布主体行政等级严格的对应关系,还原预警的客观性,给予各级政府发布预警的自主空间。同时提出,根据预警的受众在应急工作中的地位不同,要面对不同的对象分别发布预警信息。

In this article,with the aim at organizing and implementing early warning of the environmental emergency more scientifically,concepts and elements of the environmental emergency warning were analyzed. Types of early warning,functions and application of each type were interpreted. The relationship between warning level and release subject was discussed.Breaking the strict correlation between the existing warning level and the administrative level of the release subject was proposed and the objectivity of early warning was returned so as to give each government the free space for warning release as required.Meanwhile,according to the different positions of the warning receivers,warning information should be given to different targets respectively.
