With the evolution of the principal contradiction,people 's needs for a better life have grown. Network governance should take the evolution of the principal contradiction as the basic clue and realize transformation. Network governance should include the basic elements and values of democracy,rule of law,fairness,justice,security and environment and transform from mandatory governance to consultative democratic governance,from neo-authoritarian governance to rule of law,from governance by random to governance through institutions,from political justice to judicial justice,from governance of traditional security to governance of both traditional and non-traditional security,from governance featured as "absolute stability"to governance based on collaboration,participation and common interests. The transformation of network governance is of great theoretical and practical significance to building China into a great modern socialist country that is prosperous,strong,democratic,culturally advanced,harmonious and beautiful.
