社会分化视域下农村基层协商机制的建构

The Construction of Rural Community-level Consultation Mechanism from the Perspective of Social Differentiation

社会分化造成了农村经济结构与社会结构的变革、共同体形态的嬗变和文化生态的多元态势。这给农村基层协商议程的开展带来了一系列挑战。建构完善、健全的农村基层协商机制是消解协商困局的必然抉择。它能够有效地弥合社会分化,促进"休戚与共、共享发展"的农村命运共同体的形成。农村基层协商机制的建构必须完善农村权力(利)架构,健全乡村治理体系;形塑基层协商权威,构建"党建+"的基层治理;规范农村基层协商机制,构建完整的制度程序和参与机制。

Social differentiation results in the change of rural economic and social structure,the evolution of the form of community and the diversity of cultural ecology,which brings series of challenges for the development of rural community-level consultative agenda. Constructing a sound rural community-level consultation mechanism is an inevitable choice to resolve consultation dilemma,which can effectively bridge social differentiation and promote the formation of rural community with a shared future. To construct rural community-level consultation mechanism,efforts should be made to improve rural power/rights structure and the rural governance system,shape community-level consultative authority and establish "Party building plus"community-level governance,standardize rural community-level consultation mechanism and build a complete institutional process and participation mechanism.
