Mechanism Research of Medical and Health Information System Integration

目的:探讨国内医药卫生信息系统整合过程中存在的问题,构建相应整合机制。方法:通过检索Pub Med、中国生物医学文献、中国知网、万方、维普数据库,访问中央人民政府、国家卫计委获取相关国家政策法规与研究文献。梳理医药卫生信息系统整合建设中存在的问题。结果:我国医药卫生信息系统信息缺乏统一标准和区域化终端建设、整体建设水平差异较大、应用水平较低;信息孤岛和信息质量对健康大数据分析带来巨大挑战。结论:应围绕顶层设计,加强供方激励机制改革,结合需方特征,通过第三方评估与监管,分阶段推进以构建多元主体协同服务体系。

Objective： To investigate the problems existing during the integration of medical and health information system, thus forming the corresponding integration mechanisms. Methods： PubMed, CBM, CNKI, Wan Fang, VIP database were searched, and we reviewed websites of the Central People＇s government, the National Health and Family Planning Commission to obtain relevant national policies and regulations and research literature, synthesizing existing problems of the integration of medical and health information system. Results： The medical and health information system in China lacks unified standard and the construction of terminal information, the overall information construction of regional differences varied highly, and the application level is low; the islands of information and information quality has brought great challenges to health data analysis. Conclusion： We should focus on strengthening the top-level design, combined with the characteristics of demands and the incentive mechanism reform to promote the construction of collaborative service system, thus promoting the multiple subjects＇ coordination system establishment through the third party evaluation and supervision.
