采用理论与实践相结合的方法,以宁夏银川贺兰县京星干渠灌域为研究对象,分析贺兰县在水资源利用、农业用水和管水组织等方面存在的主要问题,测算京星干渠灌域农业终端水价.对农民水费承受能力进行实地调研,并提出相应建议.

In recent years, the scale of production of the national industry and agriculture has gradually expanded, the peo-ple＇s production and living standards have been improved, and the development of the society is increasing. The supply anddemand of water resources are not balanced. The contradiction is very prominent, and has become the main restricting factoraffecting the sustainable development of social economy. Ningxia is located in the arid and semi-arid region of NorthwestChina, is one of the most shortage of water resources in the country, and the water consumption of the Yellow River provinceis affected by water shortage and water structure is single, and the rapid development of agriculture and economy is restricted.We must pay attention to and solve the water resources development and utilization of the grim situation, further innovationtrain of thought of development of water conservancy, to establish a new mechanism for the development of water conservancy,changes in water development new pattern and to promote water resources efficient use and sustainable development, improvethe water on the economic and social development to provide protection, agricultural water price reform is imperative.
