摘要
1975年越南战争结束后,随着国内外环境的变化,美国与越南开始了关系正常化的谈判。卡特政府时期,在总统的推动下,两国关系一度取得重要进展,但由于缺少美国国内民众的支持,在失踪人员及重建援助问题上存在较大分歧,谈判陷入僵局。到后期,随着越南最终倒向苏联以及卡特政府联中抗苏远东战略的正式确立,卡特政府的建交尝试最终失败。卡特政府的越南政策表明国家利益始终是美国外交政策的基本目标。
After the Vietnam War in 1975,the United States and Vietnam began the negotiations of normalization of relations with the change of domestic and international environment. During the Carter administration,the relations between the two countries had made significant progress under the impetus of the President. However,for a lack of public support,there were major divergences on the issues of missing persons and reconstruction assistance,and thus negotiations stalled. Later,because of the alliance of Vietnam and Soviet,and the establishment of Carter administration's Far East Strategy,the diplomatic attempts eventually failed. The Vietnam policy in the Carter administration shows that the national interest is always the primary objective of the U. S. foreign policy.
