论“国培计划”质量问责体系的构建——基于汉纳谢克问责四要素理论

摘要 基于汉纳谢克"问责四要素"理论构建一套包括目标、标准、评估和奖惩四要素的质量问责体系有助于保障"国培计划"实施的质量与实效。这一体系的基本特征是以提升教师质量为核心,确定不同指向的问责目标;以教师专业能力发展为旨归,确定不同对象的问责标准;以教师增值性评价为手段,确定综合性的问责评估;以促进国培项目改善为目标,确定教育性的奖惩机制。 The educational accountability system of the United States is an important guarantee for improving and enhancing the quality of education. In order to promote education management system reform and guarantee quality and effects of the "National Training Plan"in system,the following four accountability systems of the "National Training Plan"by Hanushek's theory should be constructed: taking the enhancement of teacher quality as core and setting different accountability goals; regarding development of teachers' professional capacity as the aims and making different accountability standards; making teachers' value-added assessment as the means and determining comprehensive accountability evaluation; regarding the improvement of national training program as the goals and clarifying the mechanism for educational rewards and punishment.
