近些年,我国乃至世界对于能源短缺和环境污染问题都十分关注,世界各国都将"低污染、低排放、低能耗"作为发展低碳经济的主要目标以促进可持续发展。我国作为发展中国家,在能源和环境等方面都面临着较大的问题,如果能够促进低碳经济的发展,不仅能够转变传统的发展方式,从而实现经济社会的可持续发展,这也与我国提倡的环境友好型社会的本质要求是一致的。
