Standardization and technical regulations: the perspective of WTO

技术壁垒是当前国际贸易和投资领域的重要壁垒,有效应对技术壁垒需要对各国国内标准化和技术壁垒的管理模式有清晰的了解。技术壁垒的本质是行政规制壁垒,一般由政府部分制定法规,政府法规援引私人部门制定的自愿性标准。我国可在借鉴他国经验的基础上,积极推进国内标准化改革,同时积极参与并引领国际规则制定,推进中国标准"走出去"。

Technical barrier to trade is the important barrier in current international trade and investment area. To efficiently address technical barriers, there should be a good knowledge of the governance of standardization and technical barriers. The essence of technical barriers is barriers caused by domestic administrative regulations, where government promulgates regulations referring to voluntary standards developed by private sectors. China should fasten domestic reform on standardization governance based on advanced practices of other countries. China should also participate in and where feasible lead the negotiations of international rules. In this process, Chinese standards could be promoted overseas together with our outbound investment.
