文章总结了国内研究现状,围绕天保工程二期政策的民生目标,针对天保工程重点森工企业,依据系统性、政策性、可操作性的原则,同时考虑“十三五”规划中关注均等化和缩小差距的目标,构建了天保工程区二期政策民生影响评价指标体系。

This paper summarized the present situation of domestic research, focused on the people＇s livelihood goals of the phase Ⅱ nature reserve program policy, aiming at the key forestry enterprises of the project, it constructed the evaluation index system of the people＇s livelihood in the phase Ⅱ nature reserve program based on the principles of systemic, policy and operability. At the same time, it considered the original intention of equivalence and narrowing the gap in China＇ s 13th five-year plan＂.
