摘要
大学生村官计划从1995年开始试点,于2008年推广至全国,目前全国已有一半以上的行政村配备大学生村官。实施大学生村官计划以来所取得的成效逐步显现,但是在实施过程中还存在着一些问题,通过调查了解常州市大学生村官培养的现状,对大学生村官的期望角色和实践角色的差异进行分析,从而提出了提升常州市大学生村官角色的建议和对策,即健全以政府为主导的政策与制度;改善以地方组织为主体的农村培养环境;完善以社会认识为主的社会环境;优化以大学生为核心的人才培养体系等。
The plan of college student rural cadre has been piloted since 1995 and was extended to the whole country in 2008. At present, more than half of the administrative villages in the country have been equipped with college student rural cadre. The achievements made since the implementation of the program of college student rural cadre have gradually emerged; however, during the implementation process, there are some problems. By in- vestigating the status quo of the cultivation of college student rural cadre in Changzhou, this paper analyzes the differences between the expected and the role of the village officials in village, and puts forward suggestions and countermeasures to improve the role of college student rural cadre in Changzhou, including improving the govern- ment-led policies and institutions, improving the environment in rural areas with local organizations as the main- stay, improving the social environment based on social awareness and optimizing the personnel training system with college students as the core.
