加快高原特色八宝贡米产业发展的几点思考

高原特色农业是云南重点培育发展的产业之一。八宝贡米,是云南"六大名米"之首。随着市场对优质米需求的快速增长,价格不断升高,八宝米产业发展现已进入黄金阶段,有较好市场前景。在带动贫困群众脱贫致富方面,也发挥了较大作用。加快发展八宝米产业其时已至、其势已成。但由于基础设施薄弱、粗放型种植突出、产业化程度低、科技创新能力不足、精深加工转化率偏低、生产经营体系不健全等问题,八宝米产业发展壮大仍然任重道远。可采取的对策有:明确发展定位,坚持用工业化理念、产业化思路谋划八宝米产业发展,促进一、二、三产业融合发展;制定规划,编制《八宝米产业发展专项规划》和年度目标计划,认真组织实施;加大基地基础设施建设投入力度,不断改善农业生产条件;扩大科技推广应用,提高八宝米科技含量;强化品质打造,确保从源头到餐桌质量安全;培育龙头企业来带动和支撑,增强产品竞争力。树立品牌,培育壮大八宝米龙头企业和品牌。

The agriculture of plateau characteristics is one of key developing industries in Yunnan. Babao tribute rice is at the top of six famous rices. With the quick increase of demand for excellent rices and of their price, Babao tribute rice industry development enters into gold age with promising future market and plays an important role in getting rid of poverty and becoming better off. The opportunity for rapidly developing Babao tribute rice industry has emerged, but due to weak infrastructure construction, largely extensive farming, insufficient industrialization and technology creation potential, lower intensive and deep processing conversion efficiency and incomplete production and management system, its development still has a long way to go. To clarify developing direction, adhere to industrializaiton concept, develop in the light of industrializaiton, promote integration development of the 1 st, 2 nd and 3 rd industry, make up specialized plan for Babao tribute rice industry development and annual target and implement conscienously, heighten investment on infrastructure construction of the base, improv agricultural production conditions, increase technology spread and application, raise Babao rice＇s technology content, strenghen famous brand building and ensure quality safety from the origin to the table, cultivate leading enterprise to push, support and heighten product competence, build famous brand, cultivate and expand leading enterprise and brand of Babao rice is suggested in the paper.
