对“一带一路”实践的理论思考

“一带一路”是一个伟大构想，相关参与者建设者们正在通过一个个成功的实践，努力把伟大构想变成现实。成功的实践离不开科学的理论与有效的政策，为此需要在实践基础上，进行广泛深入的思考和总结，获得更多更好的规律性认识。本文就“一带一路”实践中遇到的全球化、路以载道、伊斯兰现代化、科技与生产力领先、发展与安全相统筹等比较宏观的战略问题，以及提升国际话语权力、地缘政治影响力、应对非政府组织能力、货币金融能力、情报军事能力等相对具体的战术问题进行初步的理论思考，助推“一带一路”理论更科学、政策更有效。

Belt and Road Initiative is a great vision. Participants and constructors involving in the Initiative are turning a great philosophy into reality. Sound theories and efficient policies remain necessary for a successful practice. Based on practices,more extensive and profound thinking is needed for a better understanding. The paper discusses strategic issues such as globalization,Chinese philosophy advancement,Islamic modernization,a leading role of technological and productive forces,balance of development and security,as well as technical issues such like international discourse right,geopolitical significance,how to respond to NGOs,monetary and financial capability,military and intelligence capability.
