中国特色社会主义实践进程中的反贫困及未来攻坚展望

Anti-poverty in Practicing Socialism with Chinese Characteristics and Outlook on the Future Battle against Poverty

中共十九大报告作为明确中国特色社会主义发展方位、深化推进中国特色社会主义发展道路的重大战略框架,深刻系统地回答了新时代我国各项事业的发展问题,对我国现阶段及未来反贫困理论和实践发展具有重大的指导、规划意义,其内蕴含丰富的反贫困思想。有基于此,本文着力阐释在中国特色社会主义初级阶段美好生活的实践语境中,反贫困所具有的独特意涵,提出未来中国防控贫困风险的一个核心难点和三大基础工程。其中的核心难点是攻克机体健全贫困者或拥有劳动力贫困家庭的劳动力释放障碍;三大基础工程是,基层社会组织建设工程,国家治理现代化的基础性数据库建设工程,基本权责关系的建构工程。以此回应新时代中国特色社会主义反贫困理论发展的议题。

The report at the 19th National Congress of the Communist Party of China clearly development orientation of socialism with Chinese characteristics, promoting the deepening of development road of socialism with Chinese characteristics, systematically answered the development of various undertakings in our country under the new era, it has great guiding and planning significance for the current and future development of anti poverty theory and practice in China, which contains rich anti poverty ideas and to build a stronger and more prosperous country and ensure a better life for all by 2049. What are the unique connotations of anti-poverty in the context of a better life in the primary stage of socialism in China？ According to Marx’s theory, socialism has the paradoxical nature of human dependence and independence on objects. Man’s dependence on objects is the basis of man’s independence. In view of this, this paper puts forward a major difficulty and three projects which serve as the bedrock for preventing and controlling poverty risks in the future. One of the major difficulties is to release labor forces among able-bodied persons and in poor households. The three underlying projects pertain to the construction of grass-roots social organizations, a database bolstering the modernization of public governance, and a system with defined rights and responsibilities. In this way, this paper explain China’s ideas and policy agenda on anti-poverty laid out in the report of the 19th National Congress.
