湖南省公众对政府艾滋病防治政策的认知与评价研究

Public awareness and assessment of government AIDS prevention and control policies of Hunan province

目的以利益、信息、政社关系为解释变量,检验公众对政府艾滋病防治政策的认知与评价程度。方法对湖南省6个城市的公众进行定额抽样问卷调查,获取相关信息资料;采用普通最小二乘法对相关假设进行检验。结果共对长沙、株洲、湘潭、衡阳、永州、怀化等地2 286名居民进行调查。公众对政府防艾政策评价均值为（3.15±0.376）分;家庭经济状况、政治民主化程度、公众事件关注度、亲戚或朋友死于艾滋病、政府责任和政府形象对防艾政策影响的回归系数分别为0.447（P〈0.1）、0.467（P〈0.05）、0.134（P〈0.05）、0.349（P〈0.05）、0.326（P〈0.05）和0.238（P〈0.05）。结论公众对政府应对艾滋病的行为总体上给予积极的评价,利益和政社关系是影响公众对政府防艾政策态度的主要因素。以政府为主体地位的治理体制中,公众对防艾政策的支持在于公众健康利益诉求的实现和良好信任合作机制的建立。

Objective To examine the public awareness and assessment of Hunan government AIDS prevention and control policies based on the explanatory variables such as interests,information,and relationship between government and society.Methods A quota sampling questionnaire survey was conducted in 6 cities of Hunan to obtain the relevant information.The OLS method was used to test the related hypotheses.Results The average value of public evaluation of government AIDS prevention policies was 3.15±0.376.The regression coefficients of family economic status,political democratization,degree of concern about public events,adverse events experienced,government responsibility and the government＇s image impact on AIDS prevention policies were 0.447（P〈0.1）,0.467（P〈0.05）,0.134（P〈0.05）,0.349（P〈0.05）,0.326（P〈0.05）and 0.238（P〈0.05）respectively.Conclusion The public have generally positive assessment of the government AIDS responses.Interests and relationship between government and society are the key explanatory variables of public support.The government plays a leading role in AIDS response and the public support for anti-AIDS policies are based on whether the policies serve the public health interests and a cooperation mechanism is established between government and society.
