转型期城市总体规划编制的思考——以中山市为例

Reflections on the Overall Planning of Cities in Transition——Taking zhongshan as an Example

简单地回顾中山市总体规划的编制过程,并通过对研究对象的分析,提出中山市在区位特殊性、行政架构特殊性、经济发展政策特殊性而引发城市发展特殊性的观点,并认为城市的特殊性导致了城市总体规划编制存在一定的困境。在上述观点的基础上,论文进一步分析城市发展与城市总体规划的进退关系。在特定的历史时期,城市总体规划曾经有效地指导城市发展,但随着社会、经济的发展,城市总体规划的部分内容未能适应城市发展,需要在城镇群协同发展、优化规划督察手段等方面进行调整,方能持续地维系城市的有效发展。

This article simply reviewed the overall urban planning of ZhongShan city. Through the research proposed the development of ZhongShan city has three special points, location particularity, the administrative structure particularity, the Economic development policy particularity. And due to these particularity of the city, cause the overall urban planning has difficulties. On the base of above points, further analyze the relationship between urban development and overall urban plannin. In specific historical period, the overall urban planning used to effectively guide the overall urban planning urban developmen. But with the development of the social and economic, the overall urban planning can＇t totally adapt to urban development. So need to adjust and improve the coordinated development of city cluster, Optimal planning inspector parts, thus could continue maintain the effective development of city.
