The Belt and Road Initiative and Chinese Discourse in Global Governance

"一带一路"建设是习近平新时代中国特色社会主义思想的重要组成部分,也是中国向全球提供的重要公共产品,更是中国话语权走向世界的重要载体。"一带一路"建设提升了中国在全球治理中的话语权,其过程表现在:前提条件上,"一带一路"沿线和相关国家经济上对中国依赖度较高,为中国在规则上的话语权提供了经济基础;区域分工上,顺应产业沿"一带一路"向低发展梯度转移的趋势,中国在产业链上具有制高点主导优势;治理结构上,全球经济治理结构由多边体系朝双边化区域化发展,"一带一路"为中国构建了新的"朋友圈";历史机遇上,中国倡导的开放发展、合作共赢理念与欧美兴起的保守主义相互对比,经济全球化中的"中国声音"越发洪亮和有吸引力;机制设计上,"一带一路"建设共商共建共享的原则和灵活高效的规则体系更适合各地区发展实际,为全球经济治理贡献了"中国方案"和"中国智慧"。

The Belt and Road Initiative is an important part of Xi Jinping’s theory of Socialism with Chinese characteristics in the new age,a public good China offering to the world,and an important expression of Chinese discourse on its way to the world arena.Its enhancement of China’s position in the global governance is shown in the following aspects:the related countries’economical reliance on China is the economical foundation of China’s discourse power in rule making;the lo cation of industries along th"eB&R"endows China with a leading role in the industry chain;in the transformation of global economical governance,th"eB&R"forms a new circle of friends for China;compared with the rising conservatism in Europe and the U.S.,China’s concept of opening,development and win-win cooperation renders the Chinese voice more appealing;the mechanism design of"B&R",with its win-win principle,flexibility and efficiency,conforms to the actualities of different regions and represents Chinese Design and Chinese wisdom offered to the global economical governance.
