共享经济发展与政府治理挑战

The Development of the Sharing Economy and the Challenge of Government's Governance

基于互联网技术的共享经济迅速发展,激活经济剩余,改变着居民生活方式和社会发展,进而形成新的消费增长点和新业态,推动传统经济升级转型。但共享经济所固有的内在缺陷,以及传统的监管方式的落后,给政府治理带来了巨大挑战。在梳理当前共享经济内涵、分类的基础上,探讨了共享经济给居民生活、社会发展带来的正面影响,同时指出共享经济给政府治理带来的难题。据此,提出政府要正确认识并大力扶持共享经济的发展,建立政府、企业、民众协同治理机制,形成包容、高效、规范、和谐的政府治理环境,以促进共享经济健康发展。

The fast development of the sharing economy based on the internet technology activates the economic surplus,changes the people’s life style and social development,forms the new consumption growth and industrial condition,and drives the upgrading and transformation of the traditional economy.However,its innate defects and the outdated supervision cast great challenges for government’s governance.By combing the connotations and categories of the current sharing economy,this paper discusses the positive impact of the sharing economy on people’s life and social development,pointing out the difficulties it causes for government’s governance.This paper also suggests that government needs to view the sharing economy in a right way and bolster its development,establish a collaborative governance system between government,enterprise and people so as to form a inclusive,highly efficient,standardized and harmonious governmental governance environment to promote its healthy development.
