民族互嵌式社区治理：模式比较、现实困境与未来走向

COMMUNITY GOVERNANCE OF MUTUAL ETHNIC EMBEDMENT:MODEL COMPARISON,REALISTIC DILEMMA AND FUTURE ORIENTATION

民族互嵌式社区治理是新时期处理民族关系的必然选择,也是创新社会治理的重要突破口。通过对当前民族互嵌式社区治理实践的多案例比较,归纳出三种治理模式,即民生内嵌型治理模式、社区—高校互嵌合作模式、少数民族居民互助帮扶模式,继而剖析民族互嵌式社区治理面临的现实困境。以整体性治理理论为分析工具,提出优化民族互嵌式社区治理的政策建议,从多元主体合作互动、少数民族居民参与互助、各民族居民友善互信、多民族信息实时互享等四个维度来构建民族互嵌式社区治理的整体性框架。

The community governance of mutual ethnic embedment is an inevitable choice to deal with ethnic relations and an important breakthrough of innovative social governance in the new era. Three models are summarized in this paper through the comparison of the current cases of community governance of mutual ethnic embedment, i.e. the people＇s livelihood embedment, the mutual cooperation of community and university, and the mutual support of ethnic minority residents. By taking the holistic governance theory as an analytical tool to analyze the realistic predicament of the community governance of mutual ethnic embedment, this paper puts forward some policy suggestions for the improvement of this community governance, e.g. a holistic framework of community governance of mutual ethnic embedment is needed to be established from the four dimensions： multi-subjective cooperation and interaction, the participation and mutual aids of ethnic minority residents, the friendly mutual trust among ethnic groups and the real-time sharing of information about the relative ethnic groups.
