The Construction and Empirical Study on Matching Model of Supply and Demand for Community Public Cultural Service

在全面深化文化体制改革,促进人民生活全面小康的背景下,提升社区公共文化服务能力、促进文化事业发展繁荣是改善民生的题中之义。公共文化服务是社区基层治理和社区精神文明建设的核心议题之一,社区公共文化服务体系的完善有助于满足社区居民的公共服务需求,提高居民需求与实际供给的匹配度。围绕HZ市SC区社区公共文化服务供需水平评估进行讨论,通过文献研究和新公共管理理论、新公共服务理论以及需求层次理论建立整个研究的理论基础,辅之年龄梯度理论和利益群体分化理论,运用文献研究法和专家咨询等方法确定社区公共文化供需匹配水平的要素体系,基于理性人假设和数学模型建立社区公共文化供需匹配模型,并对SC区进行实证供需匹配度测算,从中得出了SC区各街道、各年龄层次、不同户籍水平和不同收入水平的文化供需匹配度值。

Under the background of comprehensively deepening the reform of cultural system and promoting people＇ s well - being lives, enhancing the capacity of community public cultural services and promoting the development and prosperity of cultures are meaningful for improving people＇ s livelihoods. Public cultural service is one of the core issues in the community governance and the con- struction of community spiritual civilization. The enhancement of community public cultural service system helps to meet the public service needs of community residents and raises the match between resident＇ s demand and actual supply. Based on the evaluation of supply and demand level of community public cultural services in SC district of HZ city, the study establishes theoretical basis through literature research, new public management theory, new public service theory and demand hierarchy theory, supplemented by the theory of age gradient and theory of interest group differentiation, using the literature research method and specialist consulting and other methods, to explore the matching elements of community public culture supply and demand system. According to rational human assumptions and mathematical models, this study builds community public culture supply and demand matching model, then calculates the empirical supply and demand matching degree. Finally, the paper points out the results of different cultural supply and demand matching value in accordance with different streets, all ages, different levels of household registration and income levels in SC area.
