日本创建世界一流大学的政策措施:“全球顶级大学计划”

The Policies and Measures on Creating the World-class Universities in Japan: “The Top Global University Project”

日本政府启动的"全球顶级大学计划"(2014-2023年)是以大学国际化为切入点、以创建世界一流大学为导向的竞争性资助项目,其目标是到2023年创建10所世界百强大学。在"目标明确、公平竞争、信息透明、动态调整"的政策引导下,日本入围该计划的13所"顶级型"大学分别提出了各自挺进世界百强榜的具体目标,并从国际化、教学教务改革、大学治理及国际评价等方面制定了10年发展规划。

Japanese government has launched ＂The Top Global University competitive funding project, to enhance Japanese universities＇ international compatib Project＂ （2014-2023）, a ility and promote them to be world-class universities. Its goal is to help 10 Japanese universities to rank in world＇ s top 100 by 2023. The project is characterized by being ＂targeted, fairly competitive, transparent and dynamically-adjusted＂. To realize the goal, the 13 project-shortlisted ＂top-class＂ universities have formulated their ten-year development ~ plans from the aspects of internationalization, teaching-administration reform, university governance, and improvement of international evaluation.
