新时代大国空间治理的构想--刍议中国新型城镇化区域协调发展路径

CONCEPT OF SPATIAL GOVERNANCE OF GREAT POWER IN THE NEW AGE: EXPLORING THE PATH OF REGIONAL COORDINATED DEVELOPMENT OF NEW URBANIZATION IN CHINA

围绕中国城镇发展空间格局区域不平衡的"胡焕庸线之困",从贯彻落实党的十九大提出的"区域协调发展战略"的高度,深入剖析了新时代中国城镇化空间格局重构面临的挑战与机遇,提出要抓住中国城镇化后半程的历史机遇,发挥新时代中国特色社会主义的制度优势,通过规划改革创新和空间规划体系重塑,助力构建"区域均衡、城乡融合、多元开放、合作共赢"的新型城镇化空间格局,并推动完善"突破行政区划、实施全域管控、有利精准施策"的国土空间开发保护制度。探索跳出就"规划改革论规划改革"的专业思维定势,从新时代大国空间治理的角度提出要针对中国新型城镇化推进的关键问题推进规划改革创新。

This article was focused on the phenomenon of Hu＇s line which showed the regional imbalance of the spatial pattern of urban development in China. The challenge and opportunity brought by the reconstruction of urban spatial pattern in China were analyzed from the perspective of regional coordinated development strategy put forward by the 19th Plenary Session of the CPC. It was pointed out that we should seize the historical opportunity of the latter half of Chinese urbanization and give full play to the institutional superiorities of socialism with Chinese characteristic, to help building new urbanization structure of regional balance, urban-rural integration, pluralistic opening up, and win-win cooperation through reform and innovation of urban-rural planning and reshaping of the spatial planning system, as well as promoting and improving the system of national land space development and protection characterized by breaking administrative zoning, implementing overall management and control, and promoting precise and accurate measures. Traditional thought was to research the planning reform from the point of itself, however, this article tried to think out of the box and suggested that the planning reform and innovation should be proceeded by focusing on the key point of Chinese urbanization from the perspective of spatial governance of great power in the new age.
