自从世界卫生组织提出2000年人人享有卫生保健的战略目标以来,我国城乡的初级卫生保健工作有了迅速发展。初级卫生保健与各级卫生组织各类卫生人员有什么关系?

First, it is becoming common practice for a patient or a healthy person to seek at first the medical advice of primary health care (PHC) personnel when there appear to be doubts in the physical condition. Second, upon PHC personnel rests a great burden of responsibility for carrying on multidisciplinary prevention and treatment. Third, PHC personnel provide periodic, regular or continuous services depending on the needs of service subjects. Fourth, PHC is easily available to all. The author suggests that as the conception of PHC shows, clinical prevention should be incorporated into the main contents of PHC.
