双一流建设成效的评价理念既要凸显其服务国家的实效,也要展现其在人类命运共同体构筑中的贡献,因而要有足够的精神高度、气势与胸怀。欧美等国研究型大学的崛起虽然各有其特定轨迹,但其服务国家战略的价值取向、尊重大学自主与学术自由的制度安排和海纳百川、吸引国际人才的策略,却表现为一流大学发展过程中共同的历史逻辑。我国双一流建设实施过程既要遵从这种带有共性的逻辑,还要有针对性地应对发展过程中存在的诸多内在张力的关系。这些关系协调的核心出发点或者抓手,在于我们是否能够通过制度环境改善与文化氛围的营造,吸纳和培养全球英才,成为全球高水平人才云集的中心。

The idea to evaluate Double First-class' construction should not only highlights the effectiveness of its serving the country but also demonstrates its contribution to the building of a community of human destiny. Therefore, it must have enough spirit height,grand momentum and broad mind. The rise of research universities in Europe, the United States and other countries each has its own specific track, but its value orientation of serving the national strategies, institutional arrangements of respecting university autonomy and academic freedom, and its policies of attracting international talents are all manifested as common historical logic in the development of the world-class universities. The practice in China can't avoid this common logic. At the same time it also has to be targeted to deal with some inherent tensions in the development process. The key or starting point for the coordination of these relations lies in whether we can absorb and nurture the global talents through the improvement of the institutional environment and the cultural atmosphere, and truly become the center where the global talents are gathered.
