Equilibrium Tightening, Quality Improving, Local Fiscal Capacity Increasing in Reforming Process——Field Study Report of Eastern Area Economic and Fiscal Situation

我国东部地区在平衡趋紧的压力下,财政质量稳步提升,地方财政能力在改革中逐渐增强;但在新旧动能转换背景下,地方财政能力面临的问题与挑战亦不容忽视,为进一步提升东部地区地方财政能力,本文提出要加快改革,形成收入增量提质与支出强化统筹结合的新机制,切实改进收入质量,着力提升地方财政统筹能力,努力创造公平竞争环境的政策建议。

Under the pressure of equilibrium tighteni ng, eastern China makes steady improvements in fiscalquality. Local fiscal capacity is gradually stronger in the reform. However, as the old and new growth drivers aretransforming, the challenges to local fiscal capacity should not be ignored. In order to further enhance the localfiscal capacity in eastern region, this thesis proposes to speed up the reform, forminga new mechanism that integrating income increment and quality improvement as well as the overall planning of expenditure. It puts forwards recommendations in improving income quality practically, working hard in promoting the local fiscal planning capacity, and creating a fair competition environment.
