摘要
浙江省2009年起开始实行企业职工基本养老保险省级统筹制度,目前基本养老保险基金运行较为平稳,但该地区人口老龄化程度较高,基金收支平衡压力日益增大,可持续性不容乐观,同时制度设计缺少必要的激励机制。基于此,本文提出完善社会保障风险准备金制度,加强征缴管理力度,强化城乡居民养老保险财政补贴激励机制,推进基本养老保险制度并轨,改革养老保险省级调剂金统筹制度等建议。
Zhejiang Province began to provide basic pension insurance planning system at the provincial levelfor enterprise employees in 2009, and now the basic pension insurance fund operates relatively stable. However,population aging becomes serious in Zhejiang province, the pressure of the fund balance is increasing, sustainability is poor, and the system lacks necessary incentive mechanism. Based on these, the report presents somesuggestions, such as perfecting the social security risk reserve system, strengthening the management of collection and payment and the financial subsidy incentive mechanism of urban and rural residents' pension insurance, promoting merger of the basic pension insurance systems, and reforming the endowment insurance provincial-adjustment-fund planning system.
