当前江苏财政经济运行情况分析

Analysis of Current Fiscal and Economic Situation in Jiangsu Province

当前,江苏经济运行保持总体平稳、稳中有进、稳中向好的态势,财政收入增幅缓中趋稳,重点支出保障有力,债务风险总体可控,转移支付结构持续调整优化,财政促进经济增长的支持方式不断创新,PPP模式在各领域得到广泛应用,全力保障和改善民生。同时,当前财政经济运行中也存在一定的不足,如企业转型升级步伐还不够快,事权与支出责任划分改革缺乏政策依据,转移支付统筹整合难度大等。最后,针对事权与支出责任划分改革、政府债务风险控制、专项转移支付管理,以及地方税制完善等方面提出对策建议。

Fiscal revenuegrows steadily, expenditure priority is guaranteed, debt risks are controlled, transfer payment structure is continuously adjusted and optimized, fiscal support mode for economic growth is continuously innovated, and thePPP pattern is widely used in various fields. At the same time, there are also some shortcomings in the currentfiscal and economic operation. For example, the pace of enterprise transformation and upgrading is not fastenough, lacking of policy basis for the division of fiscal responsibility and expenditure, transfer payment is difficult to integrate. In this respect, we put forward some suggestions for the division of fiscal responsibilities andexpenditures, the government debt risk control, the special purpose transfer payment management, and the improvement of local tax system.
