摘要
上海郊区镇村存量集体建设用地异地集中,有助于村庄中的村企混住环境的改善,有助于城中村和"三高"沿线等环境敏感区居住环境改善,也有助于集体经济进一步转型,发展"以地生财"的集体物业型经济,巩固和增加集体资产分配。同时,上海郊区2/3左右宅基地异地集中和节约用地的市场化开发,也可大大提高农民相应的财产权。
