京津冀公共图书馆发展差异与协调关系研究

Research on Development Differences and Coordination Relationships of Beijing-Tianjin-Hebei Regional Public Libraries

[目的/意义]科学合理地评价京津冀公共图书馆的发展差异及协调关系,有助于促进京津冀公共图书馆协同发展,促进三地文化资源均衡配置。[方法/过程]采用锡尔系数、变异系数及协调度模型,构建评价指标体系,定量分析2011—2015年京津冀公共图书馆的发展差异程度、协调度和协调等级。[结果/结论]结果发现:京津冀公共图书馆各项评价指标差异逐年缩小;天津、北京、河北的综合差异呈现"高、中、低"三个层次;区域经济差异大于公共图书馆发展差异;京津公共图书馆与区域经济协调等级为良好协调,河北为初级协调,三地均属于协调发展大类。

[Purpose/significance]The paper is to evaluate the development differences and coordination relationships between Beijing-Tianjin-Hebei regional public libraries scientifically and reasonably, so as to promote the synergetic development between the public libraries and the balanced allocation of cultural resources in these three regions. [Method/process]The paper uses Theil indices, variation coefficient and coordination degree model to establish the evaluation index system, and makes a quantitative analysis of the development differences, coordination degrees and coordination levels between Beijing-Tianjin-Hebei regional public libraries from 2011 to 2015. [Result/conclusion]The result shows that： the differences of each evaluation index decreased year by year between Bei-jing, Tianjin, and Hebei; their comprehensive difference shows three levels： high, medium and low; the development differences of pub-lic library are lower than that of economic in the region; the coordination levels of public library and economic have good coordination in Beijing and Tianjin while it has primary coordination in Hebei. These three regions all belong to the category of coordinated devel-opment.
