加拿大皇家骑警犯罪情报共享机制及对我国的启示

The Sharing Mechanism of RCMP's Criminal Intelligence and Its Enlightenment to China

[目的/意义]旨在为我国公安情报共享工作的完善提供一些新思路。[方法/过程]采取文献研究法、历史研究法、比较分析法和归纳法,结合我国公安情报工作的实践,研究加拿大皇家骑警情报共享机制以及对我国的启示。[结果/结论]加拿大皇家骑警的情报共享经历了初创期、发展期、转型期3个动态阶段,在隐私权保护、情报法律完善、重点犯罪情报共享、多部门合作4个层面呈现出独特的特点。完善我国的情报共享工作,要完善情报共享法律规制、强化跨部门情报共享合作、升级情报共享技术等。

[Purpose/significance]The paper is to provide some new ideas for the improvement of the public security intelligence sharing in our country. [Method/process ]The paper uses the methods of document research, historical research, comparative analysis and induction, and combines with the practice of public security intelligence in our country and research the RCMP intelligence shar-ing mechanism in Canada to gain its enlightenment to our country. [Result/c〇 nclusi〇 n ]The intelligence sharing of the RCMP experi-enced three stages： initial stage, development stage and transitional stage. It has unique characteristics in four aspects： privacy protec-tion, improvement of intelligence and law, sharing of key criminal intelligence and cross-sectoral cooperation. To improve intelligence sharing work of our country, it needs to improve laws and regulations governing information sharing, strengthen cross-sectoral intelli-gence sharing and cooperation, and upgrade information sharing technologies.
