面向服务业创新升级的妇女创新创业政策效应评估——基于成都市女创业者的调查

An Assessment of the Policy Support for Women in the Context of Promoting Innovation and Entrepreneurship in the Service Industry

随着我国服务业创新升级特征越来越突出,知识和文化创意逐渐成为产业升级的智慧龙头,妇女特有的情感和能力得到了高水平释放。结合政策效应过程以及初创企业成长特征,我们构建了创新创业政策效应分析框架,并开发了人才发展、创业理念、创业服务、创业载体、创业产出和资本支撑六个政策产出一级指标。为检验妇女创新创业政策效应,以成都市女创业者为样本进行了随机抽查。统计结果显示:现有的人才发展、创业理念、创业服务、创业载体、资本支撑、创业产出等各种政策产出对妇女创新创业支持作用不是很明显,特别是对女创业者及其项目的创新支持作用微乎其微。为此,需要完善促进女创业者及其创业项目成长的相关政策。

With the upgrading of China＇s service industry, and with knowledge playing a leading role in promoting industrial innovation, women today have a bigger stage to give full play to their talents and abilities.By combining the process of policy effect and the characteristics of start-up enterprises, we build up a framework to analyze the policy effect on innovation and entrepreneurship, with six indexes reflecting the development of talent, entrepreneurial philosophy, entrepreneurial services, enterprise incubator, capital support, and entrepreneurial output. We examine the relationship among such measurement items. The results show that current innovation and entrepreneurship policies have failed to provide a strong support for women entrepreneurs. Therefore, this article puts forward some suggestions on policy adjustment.
