The Chinese government has made a positive response to the complex and sensitive Sino - Japanese relations, believing that the impact of non - governmental exchanges on Sino - Japanese relations cannot be underestimated, and Chinese living in Japan, as an indispensable carrier of Sino - Japanese relations, played an important role in the development of Sino - Japanese relations. Properly understanding the role played by Chinese living in Japan in the development of Sino - Japanese relations ,to guide and make full use of it in the actual work, will be a great value not only in the overseas Chinese affairs in Japan, but also in the overseas Chinese affairs all over the world. This also will be great practical value in enhancing the national soft power construction.
